A bomb disposal team was called to an address in Sneinton on Wednesday.
Police officers conducted a drug search at Manvers Court in Sneinton and found equipment and materials typically used in the production of making drugs.
The Joint Services Explosive Ordinance Disposal Engineers were called to make sure the materials discovered were safe.
A 55-year-old man and a 45-year-old man have been arrested on suspicion of drug offences and remain in police custody.
The incident is not being linked to terrorism at this time.
