Dog walkers could be fined as part of new rules

Dogs owners could be banned from taking their pets to parts of Newark or be forced to put them on leads under new proposals.

Newark and Sherwood District Council is reviewing the way it controls dogs in parks and other open spaces.

In 2018, councillors agreed to a number of Public Space Protection Orders – which can result in fixed penalty notices being handed to irresponsible dog owners.

These orders are due to be reviewed, with some parish councils asking for new locations to be added to the list of areas where dogs are banned or must be put on leads.

Collingham Parish Council has asked that Pitomy play area is added as a dog exclusion zone.

Rosemary Fabian, chair of the counci, said: “It is near a dog walking public footpath and it is a children’s play area. We have had a fence put up. It is just trying to keep dogs away from the children.”

Southwell Town Council has requested dogs on leads controls are removed from the area known as Froggats Field.

But it wants to add the area around Potwell Dyke, Higgins Field, the skate park and to keep the area around the war memorial and the old Minster school field.

Cllr Sally Reynolds, chair of the council, said: “Froggats Field is an ideal location for dog walkers to take their dogs off leads because there are no recreational activities taking place there.

“Whereas, the other areas, particularly the war memorial recreation ground are areas with children’s play areas, sporting activities and people enjoying walks and relaxation and may not wish to be concerned about dogs off leads.”

Blidworth Parish Council has requested dogs on leads controls are added to the Sherwood Avenue playing field.

The council said: “The parish council are concerned about the level of dog fouling on this field and believe that this is exacerbated by owners allowing their dogs to run free.”

Lowdham Parish Council has requested dogs on leads controls are added to Lowdham Cemetery.

Epperstone Parish Council has also requested a dogs on leads order for a small area of land around the perimeter of a larger open space known as the village playing field.

This currently has a dog exclusion zone so allowing dogs to walk in this area on a lead would ‘improve the availability of exercise area for dog walkers’, the council stated.

Farnsfield Parish Council has asked to change the current dog exclusion area on Wilson’s Field to a dogs on lead area.

Officers have recommended to councillors that from February 8, 2022, the council be recommended to make the appropriate Public Space Protection Orders to the areas listed.

Southwell Town Council and Blidworth Parish Council are asked to provide additional evidence in support of the extra controls requested.

Councillors will discuss the proposals at a Leisure and Environment Committee on Tuesday, January 25.
